The Treasurer will report on the Church’s financial statusand present, on behalf of the Board of Trustees, the church budget for vote at the December Congregational Meeting of the Church.
Rationale
Because the annual financial update and budget vote now occur in December, a separate Treasurer’s report in May is no longer necessary. This change aligns the bylaws with current practice, reduces congestion on the May agenda, and clarifies that the budget is presented on behalf of the Board of Trustees.

At-large Trustees shall be elected for staggered 2-year renewable terms; the President shall be elected for a renewable term of one year. Elections will take place at the official Annual Meeting. Rationale
Starting new Board terms on July 1 would improve continuity between outgoing and incoming Trustees by establishing a clear transition period after the May Annual Meeting. This timing allows the newly elected Board to convene, receive orientation, and set its schedule, while enabling the current Board to complete pending matters without overlapping responsibilities and aligning Board leadership with the congregation’s program year.

Unity of Control. The Board acts only as a body. Individual trustees, officers, Board committees, or congregational members shall not exercise authority over the Minister or operational staff except as expressly authorized by Board policy or by official vote of the Board acting as a whole. Only decisions of the Board acting as a body, stated in officially passed motions, are binding on the Minister.
Rationale
This addition makes clear that authority to direct the Minister rests with the Board acting collectively in duly called meetings. It aligns the bylaws with existing Board Policies, helps prevent confusion or overreach by individual trustees or committees, and supports a healthy Board–Minister relationship grounded in clear roles and boundaries.
